Will the Trump Wall do the job?

Will DHS/CBP follow the recommendation of the Office of Inspector General?
After about three years of experience with the Secure Fence Act of 2006, on April 15, 2009, the Office of Inspector General of the U.S. Department of Homeland Security issued a report.
"Specifically, the report discusses CBP's efforts to develop, refine,and document the underlying operational needs of the Border Patrol, and as set forth in the Secure Fence Act of 2006, as amended, to build pedestrian and vehicle fences along the Southwest border of the United States to guard against illegal entries.” (Preface)
Recommendation #1 Require the Border Patrol to provide consistent and specific information in documenting its operational requirements for tactical infrastructure so that actual border fence construction can be linked to the Border Patrol's mission needs for operational control.
In other words, the Border Patrol should find out if what it is building is achieving the number one job of the Secretary of Homeland Security: The prevention of all unlawful entries.
As it moves forward with the design and construction of the “Trump Wall”, we ask: Is the DHS/CBP is following the recommendation of the OIG?
We understand that one company submitted its idea to use operational control of the border as a means of guiding the "wall' development process.
This company proposed that the DHS/CBP start out by installing technology that could assess the current status of operational control. This, it argued, would allow DHS/CBP to make its decisions of where the wall is needed - and what kind. The technology involves a system called BORDAS which combines SIDEARM and IDENTICOPTER to detect and identify all who attempt to enter the country illegally between ports of entry on the southwest border. It could be installed quickly at a small fraction of the cost of a fence, or wall.
As of today that company has yet to hear of the decision of DHS/CBP.
