New life for an old idea
Megan McArdle calls for real border metrics

    Writing in the Chicago Tribune yesterday, Megan McArdle said: "Republicans should be smart about fighting Obama on immigration."
    Of particular interest to me was this: "Alternatively, pass the existing Senate bill with one small amendment: double the Border Patrol and specify that the measures to regularize the status of illegals in the country don't take effect until border apprehensions have dropped below 50,000, or some other number you like, for three years running."
    Six years ago American Border Patrol developed a plan whereby border security would be achieved when "illegal immigration across the border be reduced to less than 20,000 per year and that rate be maintained for at least 20 months." See Operation 20-20 video
    Since 2008 ABP has tested the technical means to implement Operation 20-20.
    Megan McArdle suggests we use apprehensions as a border metric. Our plan says "gotaways" should be the gold standard.
    They may have to be dragged kicking and screaming to accept the idea of using a real border metric as a "trigger mechanism," but drag the Republican leadership we must.
